HARP’s State Technical Assistance Center (STAC) is dedicated solely to support states implementing Medicaid 1115 reentry waivers. We work with state Medicaid agencies, corrections departments, juvenile justice agencies, and their implementation partners to identify practical solutions and operationalize strategies to build continuity of care at release to support people’s successful reentry, improve health and improve public safety.
STAC, a new initiative of the Health and Reentry Project fosters effective collaboration between Medicaid and corrections by translating Medicaid policy for public safety audiences and corrections operations for health care audiences. STAC meets states wherever they are in their 1115 reentry waiver effort and offers a range of TA modalities from which to choose, from on-demand resources like toolkits that state leaders access on an as-needed basis to team-based, cross-state collaboratives that operate for several months.
STAC is intended for state Medicaid agencies, corrections departments, juvenile justice agencies, and their state 1115 reentry waiver implementation partners. Looking for assistance on approaches beyond 1115 reentry waivers? HARP also supports jurisdictions implementing other health and reentry reforms, including national requirements that states suspend, rather than terminate, Medicaid coverage when someone is incarcerated and cover certain services for Medicaid-eligible youth and young adults who are incarcerated post-adjudication.
