What is STAC?
STAC is the only national technical assistance center dedicated solely to providing technical assistance to support states implementing 1115 Medicaid reentry waivers. We work with state corrections departments, Medicaid agencies, juvenile justice agencies, and their implementation partners to identify practical solutions and operationalize strategies that support long-term reentry success.
Why HARP Built STAC
Over half of states and D.C. have sought or received 1115 Medicaid reentry waivers to provide a targeted set of reentry services to individuals in the period before their release from incarceration. These waivers have the potential to improve both health and public safety by supporting access to services, such as case management and medication-assisted treatment, that have been shown to positively impact these outcomes.
Through HARP’s direct work with states, we saw a need to go deeper to maximize the potential impact of the 1115 waivers. STAC was built to tackle thorny challenges through technical assistance shaped directly by state feedback and delivered by a team of cross-sector leaders. STAC delivers a wide range of hands-on implementation support tailored to states’ needs, free of charge via philanthropic support. This includes ongoing implementation support and expert advice, connections to peers in other implementing states, and access to a library of tools and resources. As STAC grows, we will continue expanding our library of practical, actionable tools and resources and technical assistance offerings to meet emerging state needs.
How STAC Helps
STAC meets states wherever they are in the 1115 reentry waiver effort, from plan development, to go-live, to phase-in, through ongoing improvement. STAC helps states advance progress and work through the real implementation challenges that arise along the way such as:

With a deep expertise in both Medicaid and corrections, STAC fosters effective collaboration between the two systems by translating Medicaid policy for public safety audiences and corrections operations for Medicaid audiences. Our understanding of the complexities and opportunities in both areas allows us to bridge gaps and translate each agency’s operational realities for the other–helping Medicaid and corrections agencies work effectively towards shared goals.
